Healthcare and Life Sciences.
Opening a healthcare facility here means satisfying several authorities that do not answer to each other. We handle the licensing, the contracts and the data as one piece of work.
A healthcare operator does not have a regulatory problem and a commercial problem. It has one problem, with several authorities attached.
Health regulation here is distributed. Abu Dhabi has its own authority, Dubai another, the federal ministry sits above both, and the free zones run their own regimes alongside them. Which one governs a question depends on where the facility sits and what it does, so the answer is assembled rather than looked up.
A laboratory preparing to open needs its licence, a lease the inspecting authority will accept, agreements with the clinics that will send it samples, a data-sharing arrangement that holds under the PDPL, and clinician contracts that meet its governance conditions. None of it can be left until last. We do it as one piece of work, and we are still there when the operator has grown enough to be bought, at which point the regulatory position is the asset.
“The answer is assembled from several places. An operator who takes it from one of them will usually be right about a third of it.”
